This Quest appears automatically.	Go to City guard Talk to General Store that will request you to deliver the book "Armour Manufacturing Techniques" Go to Armour Shop Dealer

Solution:
First you go to the city guard he will ask you to go do a favour to the General Shop, she will give you the book , "Armour Manufacturing Techniques". The General Shop will now ask you to deliver it to her father, the Armour Shop Dealer.
