Solution:
When the first side was found (Underworld Ice Golem or Sura Skeleton), one must return to Heuk-Young. From it one gets the mandate to find more pages. You can search the 4 Sura Skeletons to find them in 9 pages Then you have so long to kill underworld golems until you have the other 6 pages in order to get to 15.
